[MW:20474] using thinner for 100% solid volume paint

Dears ,
is this approved for using thinner with painting which is mentioned in its data sheet to be 100 % SV 
my case is Tankguard 412 .. solid volume 100%+- 2 ... they used thinner 17 ... is this thinner affect chemical structure of resin or thinner will just vanish
