[MW:16404] Re: I did preheat in carbon steel by cutting torch instead heating torch. Is it acceptable or not, if not means why?

Can anyone provide proper supporting references to show that preheating by oxy-acetylene gas torch is not correct for normal carbon steel piping with 25mm and above thickness?
Also, SAES-W-011 says clearly the preheating temp for SMAW Butt welds only.Not mentioning about GTAW. So normally to remove moisture reheating is required. After root and hot pass welds, the remaining 26-6mm=20mm which is less than 25mm , and hence no special preheating is required as per my understanding.
can any one suggest any other alternative?
