The heat of welding affects the grain structure. Annealed SS316L is austenitic and is non-magnetic, the magnet would not stick there. On the weld and slightly both sides of the weld, the grain structure would be distorted and could contain some delta ferrite (a magnetic phase). 

If you really need to know the exact grain structure, get a metallographic examination done either in-situ or by cutting a small section and sending it to a metallurgical test lab.
