Austenitic stainless steel weld metals should contain some nominal amount(4-7%) of delta -ferrite to prevent hot cracks. This requirement is approximately 6% for SS 316L. Ferrite being magnetic would cause residual magnetism in the weld, and magnets would stick if one probes the weld with the same . Note this magnetic force may not be very strong.
One may experience the same level of residual magnetism in 316L base metals, if it undergoes any cold-work(reduction).

Hi Experts,
We have an issue where the Customer is going around on the a stainless steel (S316L) using a potable to check on the materials and welds
He has checked on some areas near the weldment where there is a force of attachment and the magnet is still sticking to the area
The magnet drops off when the magnet is moving away from the weldment
I request for a technical understanding to clarify with the customer
