[MW:13667] Thickness Range Qualified by Welder - ASME Sec. IX

Dear Experts,

Can someone explain me following ASME clause regarding thickness range qualified by welder & is it OK if a welder welds 13 mm & above with 3 or more layers, he is qualified for maximum thickness ( e.g. 50mm or more )
