[MW:13410] Impact test Requirement

Dear experts,
Need your help on this issue urgently...
We have a heavy vessel thick with construction code ASME Sec-VIII div.2 and lethal service.
The plate materials SA-516 Gr.60/70N are exempted from impact testing but SRF fogings as per the thickness requirements need impact testing.
Does this means that the joint made between SRF nozzle & Shell shall require an impact test WPS.
Also as we know that the production test coupons (PTC) are required only for A & B category joints, where as Shell to SRF Nozzles fall in D category weld joint, will it call for PTC's.
