First we shuld now the definition of killed and smi killed .In my openion if it is not menioned in MTC bu we can check the chmical composition mainly %of siliconand other deoxidzer element

There are also mfg TC available in market, in which Fully killed / killed is not mentioned, these kind of TCs should not be allowed to use if the requirement is Fully killed.
