No, production welding with double sided weld joints can be carried out with PQR qualified for single sided weld joints, joint preparation is not an essential variable for procedure qualification,
What thickness of pipe? if thickness is large or pipe is welded longitudinally the weld is strengthened by both side to achieve a joint factor of 1.
Client owe an answer to you for rejecting this practice, also please find below recommendation:-
"For double welded joints, the backside of joints shall be cleaned/gauged to sound metal unless it can be demonstrated that an acceptable weld can be made without this operation"

Subject: [MW:12687] Backing Weld
Dear Experts,
Please share your experience
PQR is qualified for GTAW+SMAW Process for P1 material but because of ovality problem in the pipe it is required sometime to go for backing weld with GTAW process.
What will be the effect of backing weld on mechanical and chemical properties?
Client is not allowing for the backing weld. Is it necessary that PQR is to be qualified with backing weld?
If code is supporting for the Backing weld if PQR is not qualified for backing weld please send the reference for the same.
Thanks & Regards,
Azam
