Hi,
Unfortunately you can not use PQR (P1 Gr2 to P1 Gr2) to weld P1 Gr1 to P1 Gr2, find out if you have PQR qualified with P1 Gr1 to P1 Gr2.
Intent of code is to have impact test done on both material else look for a material with dual certificate (both Gr1 & Gr2).

Can we use this WPS , to weld Group II to Group I combination with requirement of CVN @-20 deg cel.
