This is how pressure could be applied from the Quality Assurance perspective:

There is a much higher risk of stray arcs on components from this type of electrode holder.  This is a serious issue.  The localized quenched and brittle microstructure that is left behind after a stray arc has been removed has serious design implications especially in a cyclic setting.

When one stray arc is found on a pressure retaining component (you will find many I assure you once you start looking) initiate a "Non-Conformance Report".  In my jurisdiction, this "Non-Conformance Report" requires the determination of a root cause and a "Corrective Action" by the parties found to be at blame.  Determine that the stray arc has been caused by this type of holder.  The "Corrective Action" must be to use Electrode Holders from an approved list, with verifiable documentation to support the site-wide implementation of the new electrode holders.

 So, as a Customer/Owner, the "Corrective Action" proposed by the Contractor must meet my approval (as the Owner's Inspector) in order to close the "Non-Conformance Report".  I imagine there may be some similar Procedures in place in your jurisdiction??

I do accept that this type of holders are not fit for use and will not give proper out put.

However just keeping this matter to open discussion - what are the laggings / shortfall / lapses with this type of holders.

In your case , I want to give one sugesstion, Go for Calibration of Welding machine along with Holder and other accesories. Prepare one Check list for Safety department for Welding Machine holder and other accesories. Make them to offer the same for Calibration Inspection and ask your Safety person to fulfill the check list, What ever is not safe your safety personal should ask them to replace or wind up the Machine with Red tag (Not to be used).

this is the one solution for people who dont want to follow Good Engineering practise.

Make a System ,Implement, Remove all unnessary items. (will be proper channel to solve your problem).

Link up Electrode Holder with Welding Machine.
