A change in Group Number is a supplementary essential variable according to AWS D1.1.
Your WPS qualified in Group II to Group II cannot qualify for Group I to Group II.

Dear K Babu,

WPS qualified on group II materials can be use on group I and Group II and its combination if all other variables are constant.
As per the CVN @-40, if the values obtained @-40 met the specification requirement @ -20 then the WPS is qualified as you requested. so you need to check the minimum value required @-20 and if the values obtained @ -40 meet the requirement @-20.
