Hi
In order to save money, fabricators fabricate and clients order material which satisfies more than one materials specifications requirements. This way by manufacturing a steel meeting, say grade 70 requirements can also be used in place of grade 60.
Would suggest to wait for a senior's reply, but I think my bit of information would help you understanding the basic reason behind this.
