No - See Sc. IX, QW-424.1
"Base metals are assigned P-numbers in table QW/QB-422; metals that do not appear in table QW/QB-422 are considered to unassigned metals except as otherwize defined for base metals having the same UNS numbers. Unassigned metals shall be identified in the WPS and the PQR . . . "
In the list in QW-424.1, an unlisted material used for a PQR test only qualifies the unassigned material.
