Tank`s roof in Oil service does not require any painting in general, as the
oil will provide the required protection in floating roof plate and
likewise on fixed roof, however client specification may call for it. If
the stored oil consist H2S then it is advisable to coat the roof plates
too. All depends on the project specification.
The bottom plates shall always be coated becasue heavier liquid which most
of the time consist water shall be present and will also affect the shell
that is why lower portion of the shell is always coated.

Regarding internal painting of oil tank , fixed roof,Code API 650, Design
temp. -10/+59 our company specification says "Extend 2 m down from the roof
and 1 m up from the bottom."
Now I am not able to conclude whether this includes painting on bottom
plates as well as roof( internal)
