I think unless the equipment under hydrotest itself is showing signs of leakage, the equipment can be accepted. Manifold valve leakage is an apparatus issue

Hydro test conducted under Asme 31.3, after test duration time it was found the bleed valve in the the manifold found leaking.
Can we accept the test or reject? Please mention how also?
