It has to be a non-flammable liquid, and also non-lethal, some customers ask in their specification that the water is free of salts and minerals, that you show by a documented laboratory test, but in general I would recommend that you review UG-99 of Section VIII DIV.1 of the BPVC ASME, in case this is your Construction Code.
