In my opinion, Heat input is a crucial criteria to achieve impact values in Weld, HAZ and Parent Metal. Travel speed is one of important contributor  for determining heat input. Again it is very important , which material , thickness and welding process used for establishing heat input to achieve desired toughness property. 

You need to referred your historical  records in order to judge and establish heat input parameters to achieve particular range of impact values in given material.
