Yes it is an 100% mandatory after welding before hydro and fbe is as per the requirements of lineclass specification which can be only internal or both internal and external but externals can be done after hydro but internal should complete with random pipes and also Piping spools which has been welded, including bosses and direct attachments before hydro. 

This is normal practice inside and outside kingdom for saudi aramco projects. 

Check SAES H 201

Note: Before going for Fabrication of fbe, some spools cannot be internal coated because of feasibility, hence make sure you if you are fabricating spools with multiple elbows are any other strginet rolling we go with flange separator.

Check with the coating applicator for feasibility.
