You may refer AWS D-10.10, Fig 12—14 for guidelines on circumferential joints. The guidance is provided from 6" dia pipe to 30" dia pipes, with multiple zones of control.

 

D 10.10 recommends both Monitoring and Control thermocouples. Control thermocouple/s to be placed right on the weld, while the monitoring thermocouples are to be placed at the edge if the soak band as well as at the edge of the heating band.

Alternatively WRC -452 may also be followed. This document was written in line with AWS D10.10.

 

One thing to note, in case of discrepancies between your project specification  and Local PWHT codes(e.g AWS D-10.10), the project spec would be more binding. Advice is to get this issue resolved with the concerned welding/ metallurgical engineers and move forward.

My suggestion is AWS D.10.10/D10.10M: 1999(R2009) – Recommended. Practices for Local Heating of Welds in Piping and. Tubing.
