[MW:24616] weld joint configuration 20” Blind flange with 4” Weld neck flange

Dear Experts,


As per our project Design, an Isomeric Drawing given a weld joint configuration 20" Blind flange with 4" Weld neck flange (blind flange bored size 4")

I never seen before this kind of weld joint configuration

But, our design engineer says that, there will not be any problem & it is acceptable. 

Please advise me where I can get the reference for this weld joint configuration
