According to UW40 (f) 5).. you are correct. (When a weld joint connects the parts of un equal thicknesses, nominal thickness shall be the the thinner of the adjacent butt weld parts. In your case if the shell thickness in the thinner one then you can use this thickness as a nominal thickness for PWHT calculations.

Please clarify that as per ASME section VIII division 1, what thickness    must be taken for PWHT soaking time calculation. As per UW-40 f(5)- in head to shell joint, lesser thikness must be considered. But in our job,(P1 material ) our client inspector is saying to take the nominal thickness of head. Please give your suggestion.

This is the very reason I am writing direct mail, sincere apology for same. Query below -
 
The PWHT Temp range is different in ASME B31.3(Table 331.1.1) and ASME Sec VIII Div 1(Table UCS 56), but both are from ASME. The welding and welder qualification are as per ASME Sec IX, for both B31.3 and Sec VIII, Div 1.
 
Why ASME Committee put such a different requirement although both are published from ASME and material grouping is also the same, means the metallurgical properties should be same, i assume.
What should be the criteria of PWHT for PQR run on a Pressure Vessel? If I have qualified a PQR using ASME B31.3 taking account of B 31.3 PWHT Criteria, is it acceptable to have the same PQR on Pressure Vessel (Designed as per ASME Sec VIII, Div 1).
 
Looking forward for a technical clarification.

Piping systems involved for the flow lines and gathering lines from the well head isolation valve to the production facility or processing plant isolation valve are determined as OFF PLOT. ON PLOT defines piping system in the processing plant and production platform. ANSI/ASME B31.4 applies for off plot piping system. B31.4 allows the use of either API 1104 or ASME section IX (as appropriate). However, occasionally, a very small system such as piping within 500 feet of a processing plant (some client also said 400 feet) may be declared B31.3 rather than B31.4. When B31.3 is invoked, only ASME Section IX is used. before you decide which code to use for welding procedure and/or welder qualification for pipe welding, you have to know the design and construction code applicable to the system.
