One of the probable reason is to have sufficient weld metal to resist contractual Residual stresses to prevent cracking. Inaddition to this there are other reasons also depending on materials like Chrome-moly steels to maintain sufficient preheat and interpass, to avoid dehydrogenation treatment in between during stoppage.

Dear members,
Please clarify my doubt,
As per our client we have to finish welding in single cycle, means same day.otherwise 60 % means root,hotpass,one pass fill up(minimum).why should we finish in one cycle,if not what will happen,how it wil affect on welding process,please give me if any reference.
