Hello Asad,
The last 2 requirements (marked in red) are additional requirements over ASME .Usually if they 're called for in the client/project specification then one has to meet the requirements. As regarding the first query Sec-II,A,SA 387 specifies:-
- Except for Grade 91, all plates shall be thermally treated either by annealing, normalizing- and -tempering, or, when permitted by the purchaser, accelerated cooling from the austenitizing temperature by air blasting or liquid quenching, followed by tempering.
Note the supplementary requirements in SA 387 also addresses the requirements for temper embrittlement factor to be specified and the temper embrittlement test to be carried out by the mill as asked.
I would advice to look at the design/project/client requirements and then to set forth the procurement guidelines.
Thanks.
