It depends on the Code and Applicable specification.
If it is ASME Sec.VIII Div.I, the base metal shall be of the same Heat Treated condition and of the same P number Group number classification. If the above used for PQR(only permitted), then only your HAZ & weld need to be tested for Charpy Impact.
In that case your PQR is accepted if either Base metal is exempted from Impact testing else it is already impact tested.
For the Hardness case, Please provide detail of Base metal etc..

Please reply with references for a senario as under,
a PQR has passed all mechanical tests and failed for Charpy test for base metal (weld line and HAZ charpy values are OK) then can the PQR be rejected??
The hardness of HAZ is almost double than weldmetal and base metal then what to do...
