From the description I would presume that the weld would be a double sided weld. As per SFA 5.1 , both E-7016-1 & E-7018-1 are designed for same tensile strength and impact strength, (27J Average, 20 J Min @ -45 C).Hence you may not have problem in getting the desired impact properties in the weld.

I do not have access to recent specification of this steel, because it looks like the specification S355K2G3Z35 was to earlier version of EN spec which was modified in 2004 (see the attached Corus Steel document).
As per the attached documents S355K2G3Z35 steel is guaranteed for Charpy V-notch impacts 40 J @ -20°C. In that case you may have problem in meeting HAZ and BM impact properties to the design requirements.
You need to be sure about the impact properties of base metal (tested temperature vs impact values) from the materials test certificate before proceeding for PQR qualification. If the plates are supplied with impact test @ -20°C, then impact test for the PQR @ -40C could be risky.

i have a pwps that the grade of base metal is S355K2G3Z35.now contractor want to test this pwps in -40.
the description of pwps:1-root pass 3.2 dia 7016-1(WITH IMPORTANT ELEMENTS: C=.04,MN=1.10,NI=.02,NB=.01,V=.01,CU=.01)
OTHER passes deposited with 7018-1(WITH IMPORTANT ELEMENTS:C=.08,MN=1.42,NI=.02,NB=.01,V=.01,CU=.05)with different dia:3.2,4,5
does any body have recommendation to get enough toughness(36 kj) in this temp?
