Hi,
Defenetely if it is a crude/ jet fuel tank you have to Paint the bottom plates as well as roof internal structures. I had done the job, for coating Bottom plate fiberglas lining, glass flake linning, upto 1 mtr from bottom & for the top up to 2 mtrs.
