As per B31.3, for 106Gr B up to 25mm thickness, no impact required with MDMT 0 Deg.C. For WPHY 65 is concerned, up to 15mm no impact is required.

I dont know about ANSI B31.1,3 and 4 but as per asme div-1 impact is
not required below 6mm thickness and material P1 up to operating
tempreture -29 degree celcius.
