Qualify the procedure with coupon in similar condition with all applicable variables including water temperature. Would be better to keep temperature of water colder than in actual condition.

in my view no code permits for such practices but if client approves you can complete the hydrotest and dewater the line and complte the pad welding, After completion of the pad welding you can do the adiitional NDT on the Pad joints.
