Dear Mr.Vasanth,
Pl.note that there is no ASNT Level II. ASNT issues only ASNT NDT Level III and ACCP Level IIs.
An ASNT NDT Level III / ACCP L-III can issue L-I or II certificates as per SNT-TC-1A.
Any organisation who intend to have an NDT deptt. shall have their own NDT personnel Qualification Written Practice which is based on SNT-TC-1A.
In that written practice,if the employer mentions that even a PCN Level III qualified person can certify their NDT personnel as L-I or II, the same is acceptable.
Hence, in your case, pl.have your own Written practice for training, qualification and Certification of NDT personnel in which you can mention PCN L-III can issue L-II certificates.

In short, as per the reference doc.SNT-TC-1A, have your Written practice to incorporate your requirement.
