read carefuly QW 283 totally to understand the requirements. nowhere given 1/3 of thick or 10mm
it is not less than 3/16 or 5mm

First of clear whether you want to make buttering on machined parts or weld joints or any damaged parts?

Buttering: read QW-283 fully and 283.3. 

Weld repair or build up: check QW-202.3.

Usually company standards specifies, Buttering or weld build-up on the prepared surfaces shall not exceed the lesser of ⅓ of the base metal thickness or 10 mm, if exceeds you need company approval, this is just request upon certain owner requirements.
