Because of WPS and PQR Qualified accordingly.
Internal clamp qualified separate WPS and External clamp qualified separate WPS. Also most of pipeline internal clamp using in weld downhill process.
External clamp root pass will up hill.

In (2)also the branch joint with mother pipe is a pressure joint and the
pad is a non pressure part.
So can the joint between mother and branch pipe be considered for PWHT
thickness?
