Hello Syed,
You should NOT use A-36 steel for making fittings. Please see the materials requirements for A 234 fitting vs. the Scope for A-36 material. The text narrated below is self explanatory. Any killed grade of C-Mn steel would be a good substitute for A-36 subject to the design requirements.

strictly,code, there is no limitation on raw material for the products to be certified as per A 234, except it shall meets with chemical requirements of particular grade.
If specific requirements based on service (like NACE), then restricted chemistry applies.
