In addition to what Alan stated here
Impact test requirements are not governed by ASME IX, you need to refer your code of construction, and not the referencing code
for e.g. if your code of construction is ASME BPV VIII div1, then  The test temperature for welds and heat affected zones shall not be higher than required for the base materials. of course there are several exemptions stated in the code (refer earlier post from Dr. Georgios Dilintas )

If this is a pressure system or a structure seeing low temperatures you need to take care to ensure the product will not fail in a brittle way.

Yes  the same PQR can be used. Please go through  QW 404.12 part e of Section IX.
