As a professional you are required to use engineering judgement as well and read the code to you advantage. I understand the question to be can you use a welding procedure qualified on one consumable at minus 30 deg C to qualify where you are required to meet an impact requirement in the specification at minus 45 deg C. Regardless of what the code says this can hardly be considered a correct thing to do. Are you aware of the transition behaviour of steel and have you seen a catastrophic brittle fracture? If this is a pressure system or a structure seeing low temperatures you need to take care to ensure the product will not fail in a brittle way.
