PWHT temp shall be lower than the tempering temperature of base material
-- for e.g if your PWHT temp is 720 °C (max), then you need to order the base material with min tempering temp of 748 °C (720+28)

Dear Sirs
PQR qualified for ASTM A 519 Grade 4130-High Pressure Piping.
Test Coupon- 6.75" OD x 22.2mm
Weld Process - GTAW /GMAW
PWHT at 720 deg C
Base Material - Heat Treatment -Tempered Temp. at 1340F ( 726.7 deg C )
K331.1 General
K331.1.1 Heat Treatment Requirements.
The provisions of para. 331 and Table 331.1.1 apply, except as specified below.
(b) For welds other than longitudinal in quenched and tempered materials, when heat treatment is required by the engineering design, the temperature shall not be higher than 28°C (50°F) below the tempering temperature of the material.
What does it really mean by stating- "shall not be higher than 28 deg C below Base Mat Tempering Temp " 698 deg C or 754 deg C?
Thanks
