You need to follows your code of construction (B31.3 in your case) in addition to ASME BPV IX. If piping is designed to B31.3, then you need to follow the requirements of B31.3

Does that mean ASME IX requirements superseded by ASME B31.3 Chapter IX?
Where and when one shall comply with ASME B31.3 instead of ASME IX.?
