Hi

Typical methods for PMI are XRF and OES (both portable methods). 
XRF is more qualitative than OES and could not be used for C, S & P measurement (Its weak point is measuring light elements)
Portable OES (with spark method) has ability to measure C more accurate compare with XRF and less accurate compare with Stationary OES, but has same situation for S & P.

My experience says, after calculation of carbon equivalent if you got a number near the criteria ( about 0.01 or 0.02% below or above it) do not rely on portable OES results.
