A297 HD is a heat resistant casting alloy with 28Cr/5Ni.
I assume that in your project, welding of CS to A297 HD is for
structural purpose (welding supporting structure to casing etc). If it
is so, use E309L electrode and you will be fine.

If it is not a structural joint then please give us more information
about the service requirements.
