[MW:15450] During WQT , Visual passed by client but RT failed.

Dear all experts

 

Goodmorning to all. Kindly clear my doubt about welder qualification as per AWS D 1.1.During WQT 12 welders visually accepted by client, at the same time 3/12 only passed in the Radiographic Test. Can I argue with client to qualify the welder eventhough they failed in the RT. Because normally a welder visually qualified means he will be able to pass in the RT also. suppose if the welder will qualify by the client, that welders they are going to weld minor structual welding only. Can or Can not ?.Any codes or standards saying about this ?

 please advise me.
