Question: May a single process WPS be qualified by a combination process PQR where no essential variable for the process are changed?
reply: yes.
You may develop single process WPS with a combination process PQR as long as "t" (deposited weld) is meeting to the requirement of 451 and essential variable for that process are not changed.
