The lowest diameter normally made in SAW pipes in India is 16 inch or more. For such size and (I assume it is hydro carbon application) it may not be a good idea to switch over from SAW to ERW.
Still if you want to explore then go back to the designer or the client.
There are instances of ERW usage but so far it is not very popular because of quality apprehensions.
