You are a Inspector ,not from Construction person ...As far my concerns there is no limit go  for re hydro's ..but it is not general practice in construction field ....
 
Once you rejected the test then you should guide/advice to construction to meet the our requirements ..and also hence they do not have much knowledge about hydro in field ...you need to tell them to do how it will be works out......
 
Insperctor should not be a barrier for constrction ....Inspector has to inspect the test, make a report and give the proper guidence to them If work  is not met the requirements ......
 
You are not mentioned why you  rejected the test ..there is so many criteria claim to  fail the test ....so please evaluate the problem and go for next step ....
