Please read through this RP, 934C. Guidelines are very clear you need to refer  all clauses of  7.2, 6.0, 7.0  and other additional clauses as applicable for qualification of the PQR.

It seems to be a plate material and do you have access to both sides of the joint. If so strip back 5 - 10 mm of clad inner side and weld the LAS using LAS WPS/PQR and do clad restoration using weld overlay PQR.
