Please refer to below paragraph 
When no level is specified in a contract or application standard, all the requirements of level 2 apply.
So that I think you can not use the PQR as per ASME IX for supporting level 2

Is it possible to write a WPS as per ASME Section IX with Level 1 with a supporting PQR tested as per EN ISO 15614-1 (Level 2).
