Purpose of post heat is to DIFFUSE hydrogen after welding , for this purpose we hold our joint at 93-80 degree for 1 hour after completion of welding. 

PWHT always Performed below Lower Transformation Temperature, PWHT and Post Heat is different things.

As per B801 clause ''provisions apply'' does not seems to be your case as 823.2  / B823.2 both para exists simaltaneously, also as per below interpretation 13-7-Q4, sour gas service can be qualified as per IX of ASME for procedure, to be noted again it is very clearly written ''if a weld procedure for sour gas service is qualified under asme IX'' where as when we come B821.4 it stipulates weld acceptance as ASME IX  which is qualification too?  anyhow as per this interpretation when it is ensured procedure qualified under IX then you can go also for performance and snatch your qw-304 alternatives regardless of B823.2.

Note: File 03-154, interpretation 13-7-Q4 is just reference for the subject and i would like to know more experts interpretations.

This was a very general question. You have to give all the details (i.e. service requirements, is it production weld or repair etc.)
If you do not know details at the moment, I recommend you to search online; there are lots of information about welding Hadfield steels and you may find what you are looking for. Even if you don't, you will have a better understanding of the problem and then you can give the group required details so that the members could help you with this particular problem.

Designed for welding and regeneration of wear parts of 12-14% Mn steels, because 
of high tensile strength and impact energy. weldments provides resistant on impact, 
wear, abrasion etc. 

The  High Mn-content produces a fully austenitic deposit. The deposit is highly work hardening and hardens during service from originally 200-250 to 450 HB.
Machining is possible with tungsten carbide tool or could be ground.

E 312 or E 309 produces crack free welds and are better choices compared to E Fe Mn

ASTM A 128 Gr. B-1 is  High Manganese cast steel with 11.5 to 14 % Mn,
C & Si under 1.0 %.You have not mentioned whether it is hard surfacing or 
repairing of broken casting.

Austenitic Mn steels with 14% Mn (also known as Hadfield steels) have a tendency 
to form brittle precipitates in the form of carbides. It is essential to weld without 
preheating, even with additional cooling and keep the specific heat input low.

E 312-16 with 30 Cr & 10 Ni will be ideal  It has two phase structure with substantial amount of ferrite in austenitic matrix. Weld metal is highly resistant to weld metal
cracks and fissures.

Does it consider a PWHT condition as per ASME Sec IX QW-407.1(a) Point#2, i.e PWHT below lower transformation temperature? If it is considered as PWHT as per the clause above, then would a PQR with 200 Deg C PWHT qualifies to perform PWHT on the weld at 600 Deg C which is below the lower transformation temperature of P No.1 keeping all other essential variables same. Note: Though there is an interpretation available (IX-04-03), it doesn't state the answer instead it refers to QW-407.1 (throwing the ball away wisely).
