For under water welding you have hire divers one who have qualified in under water welding. 

Basic underwater methods

There are two basic methods for underwater welding: wet or dry, where wet welding takes place in the water and dry welding takes place in a cofferdam, drydock or habitat.

Wet underwater welding

Carried out by a diver in proper commercial weld diving equipment, wet underwater welding uses a special waterproofed welding electrode. Arc welding is used to create an arc between the electrode and the metal. The welder diver uses a tender (technician) on the surface to be in constant contact and to turn on and off current. The water provides a Faraday Cage affect to insulate the diver. The wet welding method is much less expensive than habitat welding, generally considered to be far safer and is preferred by welder divers.

Dry underwater welding

Dry underwater welding, also known as habitat welding, is carried out in a special construction, where the water is pumped out and the chamber is pressurized. The habitat is sealed around the structure to be welded. Constructing cofferdams and habitats for dry welding is a costly business and welding operations inside them are unpopular in such confined spaces.

  • Underwater welding is a specialized field populated by highly trained welder-divers.

Risks and hazards

Both the wet and dry underwater welding methods involve risks and hazards to the welder.

  • Dry welding underwater can mean prolonged welding in a confined space requiring continuous fresh air supply
  • Wet welding involves diving in specialized welder diving equipment, which in itself is a significant risk

I assume you will hire a diving / welding company who has experience with under water welding. Would be better to let them provide you such information instead of trying to reinvent the wheel without any knowledge!
