Hi,

Number of repairs at one location is project specification requirement, its not addressed in code...
In this case... joint repaired twice and cut for hydrotest and re welded as Golden joint.
while cutting & re beveling the HAZ have been removed, hence its fresh joint ( golden weld) and repaired only once.

basically while repairing due to sudden cooling the hardness in the HAZ will be increased which may leads to cracking...
