328.5.1 General (c) Tack welds at the root of the joint shall be made with filler metal equivalent to that used in the root pass. Tack welds shall be made by a qualified welder or welding operator. Tack welds shall be fused with the root
pass weld, except that those that have cracked shall be removed. Bridge tacks (above the weld) shall be removed.

This is contractual requirements. You need to check your project specifications.
I understand your concern, LTCS does not require PMI, but you have 1% Nickel in filler metal, some cross checks are required, discuss with your client. 
If you use it only for root, any way you can't do PMI on root practically.

ER 70S-2 has 70,000 psi UTS, where E 6013 is with 60,000 psi.

No idea about you line pressure. it could be app. 7 kg/cm2. Pl. check.

ER 70S-2 with E 7018 can be a better choice.

LPG bottle are welding using  SAW or MAG process now a days.Both are good
processes and helps to get higher productivity.

MAG with 1.20 mm size ER 70S-6 filler wire along with Argon + CO2 ( 20 % )
is very popular and much in use now a days. SMAW process is a slow process
and not used of late.
