Dear Sir

You have to evaluate the cumulative length of incomplete penetration but also the depth (≤ 1 mm (1⁄32 in.) and ≤ 0.2Tw), according to table 341.3.2.
As it is not possible to verify the exact depth of the incomplete penetration (talking about RT interpretation) and if the contrast of film is clear, i usually do not accept more than 5-10mm cumulative length in M category fluid. Again, the code has defined minimum acceptance level.
