You might want to check "ASME PCC-2 Repair of Pressure Equipment and Piping".  

Alternatives In lieu of PWHT might apply in your case.

We have one  Vessel   to fix baffle plates . Vessel is under service since 9 years. Shell thickness is 38 mm and baffles plates thickness will be 7mm. My question are:
1. Is R-stamp required or not?  2. Is local PWHT required or not?
