[MW:14183] Tapping of branch pipe from main pipe as per B 31.3

Gents,

Good day.

Is it acceptable to weld a pipe branch on the main run line without reinforcement (reinforcement pad, weldolets, couplings) as per ASME B 31.3.

For eg the main pipes dia is 12" XS with a working pressure of 188 psi is taped by a branch pipe of 3" 40 SCH.

Kindly explain in what condition it is acceptable to have a branch connection tapped without reinforcement.
